After the first season of boating, I checked the moisture levels in various areas of the structure.  While the peripheral  levels had gone down a bit, the center of the bulkhead remains very wet.  so, I considered removing and replacing the center section of the bulkhead.  Based on my investigation of the structure along with some factory pictures that I found on the Internet, I mapped out a plan.
